An Individualized Education Program (IEP) is a legally binding document required under the Individuals with Disabilities Education Act (IDEA) for any student who qualifies for special-education services. The IEP defines the student's present levels of performance, annual goals, the special-education services they'll receive, accommodations and modifications, and how progress will be measured. IEPs are reviewed annually and updated as the student progresses.
IEPs are the legal mechanism by which students with disabilities access free appropriate public education (FAPE). Failure to follow an IEP is both an educational and a compliance failure — districts have been sued and fined for IEP violations.
